Recent starship development on Cardassia has changed a lot from the time of the Dominion War, and before. More focus is given these days to sizing up your opponents before leaping into the fray, rather than trusting on the strength of your armaments and skill of your crew. Better to be prepared, than to be dead.
The Ghemor class offers a unique blend between defensive capabilities and utility, while deploying strike craft to both assist in combat and distract their enemies, allowing them to fill the role of being forward command stations. The namesake of this vessel - Tekeny Ghemor - was instrumental in laying the groundwork for the reformation of Cardassia and the eventual reinstatement of the Detapa Council.
This build uses easily-obtained equipment, including only standard gear and pieces which can be obtained through Fleet Holdings and/or mission rewards. See below for upgrade suggestions using more difficult-to-obtain gear.
Clearly, upgrading gear to Mark XV and Epic quality will provide the best results. However, see the Suggested Upgrades section below before heavily investing in gear you may be replacing before long.
Like many large carriers, while the Cardassian Ghemor Intel Flight Deck Carrier is capable of mounting dual cannons, as a general practice we wouldn't recommend it. The Ghemor is a bit unwieldy to try to always keep enemies in a forward arc, and under normal use it's going to perform better as a beam boat.
The Nausicaan weapons above, used with Console - Science - Nausicaan Siphon Capacitor, enable a large increase to disruptor damage and hull penetration. Additionally, since the torpedo does disruptor-type damage, rather than the kinetic damage typical of torpedoes, it benefits from the disruptor bonus as well.
The Elite Fleet Intervention Protomatter Deflector Array provides additional Impulse Expertise, as well as bonuses to Weapon Specialization and Shield Penetration to make this build even more deadly.
The Bajor Defense Hyper-Impulse Engines provide bonuses to flight speed and turn rate, in addition to a disruptor damage bonus when used with the shield from the Bajor Defense set.
The Bajor Defense Covariant Shield Array provides bonuses to shield capacity and regeneration, in addition to a phaser damage bonus when used with the engines from the Bajor Defense set.
The tactical console slots are filled with three Console - Tactical - Vulnerability Locator [+Dis] which can be purchased from the Fleet Spire holding. These consoles are the best tactical consoles you can get for boosting phaser damage.
Note: You can also use Console - Tactical - Energetic Protomatter Matrix Infuser [+Dis] from the Fleet Colony at a slight cost to DPS. These consoles provide a bonus to weapon damage, as well as healing hull and shields when activating special firing modes such as Beams: Fire at Will with energy weapons. Mixing the two types of consoles to maximize offense while providing a comfortable amount of defense is also an option.
The bridge officer seating of the Cardassian Intel Flight-Deck Carrier allows the use of a somewhat advanced type of build commonly known as Aux2Bat. This involves using two copies of the Engineering skill "Auxiliary Power to Emergency Battery" to reduce cooldowns and cause all bridge officer abilities to be usable more often.
Note that for this approach to be effective, you should slot three Technician Deck Officers into active space slots, of the best quality you can find. They should also have the ability "Bridge Officer power recharges reduced by x% after activating Auxiliary Power to the Emergency Battery." This will allow all of your Bridge Officer abilities to be used more frequently, which can dramatically increase DPS as well as provide increased defense through uptime on engineering and science abilities.
