Open up task manager and kill any active process of it then try again.

So I have downloaded and installed it, but when I launch it (normal or in administrator mode), it doesn't do anything.

That's because the program isn't digitally signed. Personally, I don't know how to do that and getting a signature costs money (at-least a $100/year). Just run it anyway. Its perfectly safe. I know cause I wrote it! :P

I think this chat is a great idea it is essentially extending the idea of the stonewall chat channel in STO across all the games potentially really opening up possibilites.

This is awesome; I had the chat app open while playing STO today. The transparency makes it easy to fit into my UI, and I'm excited for the possibilities. I'd really love to be able to chat with gamers across the Stonewall network that aren't necessarily playing the same game as me, so this is pretty amazing. Love it! Will definitely keep it open while I'm gaming, and I hope to see you all there too!

Yup, it should run on top of an app just fine. I had it open while watching Netflix yesterday.
